BYLAWS OF THE ZEBULON PIKE CHAPTER OF THE NATIONAL SOCIETY OF
THE DAUGHTERS OF THE AMERICAN REVOLUTION

ARTICLE I. NAME.

The name of this organization shall be the Zebulon Pike Chapter of the National Society of the Daughters of the American Revolution.

ARTICLE II.  OBJECTS.

The objects of this chapter shall be to promote the objects of the National Society of the Daughters of the American Revolution:

(1) To perpetuate the memory and spirit of the men and women who achieved American Independence; by the acquisition and protection of historical spots and the erection of monuments; by the encouragement of historical research in relation to the American Revolution and publication of its results; by the preservation of documents and relics, and of the records of the individual services of Revolutionary soldiers and patriots; and by the promotion of celebrations of all patriotic anniversaries.

(2) To carry out the injunction of Washington in his farewell address to the American People, “to promote, as an object of primary importance, institutions for the general diffusion of knowledge,” thus developing an enlightened public opinion, and affording to young and old such advantages as shall develop in them the largest capacity for performing the duties of American Citizens.

(3) To cherish, maintain and extend the institutions of American freedom to foster true patriotism and love of country, and to aid in securing for mankind all the blessings of liberty.

ARTICLE III.  MEMBERS.

Section 1.  Eligibility.  Any woman is eligible for membership in the National Society of the Daughters of the American Revolution who is not less than eighteen years of age, and who is biologically descended from a man or woman who, with unfailing loyalty to the cause of American Independence, served as a sailor, or a soldier or civil officer in one of the several Colonies or States, or in the United Colonies or States or as a recognized patriot, or rendered material aid thereto; provided an applicant for chapter membership is personally acceptable to the chapter.

Section 2.  Admission.  An applicant for membership through this chapter shall be endorsed by two members of the chapter who are in good standing and to whom the applicant is personally known.  The chapter may not discriminate against the applicant on the basis of race or creed.  The acceptability of the applicant for chapter membership shall be by a majority vote of the executive board.  Upon favorable action, the applicant shall be given the official application papers for membership in the National Society.  Within one year, unless granted extension by the chapter, the applicant shall return to the chapter all required documents, prepared in accordance with instructions established and distributed by the National Society, and accompanied by the prescribed fees and dues.

Section 3.  Transfers.  A member desiring to unite with the chapter by transfer, either from another chapter, or from member-at-large, and must be a member in good standing, shall be proposed and admitted by the chapter in the same manner as a new member.

Section 4.  Resignations.  A member desiring to resign shall present her resignation in writing to the chapter treasurer, who shall immediately report the resignation to the Organizing Secretary General.  A member whose dues are delinquent shall not be entitled to resign from membership.

Section 5.  Associates.

  1. Upon the recommendation of two members, the chapter or the executive board may admit as an associate member, a member of another chapter, provided that any person so admitted shall be a chapter member in good standing and shall not be at the same time an associate member in more than one other chapter in the state.
  2. An associate member shall have the privilege of attending all meetings and of speaking, but shall not make motions, vote, hold office, or represent the chapter as a delegate or an alternate.  She shall have the right to serve on a committee.

Section 6.  Honorary Chapter Regents.  In recognition of valuable service to the Zebulon Pike Chapter, a member who has held the office of Chapter Regent may, upon her retirement from office, be elected Honorary Chapter Regent for life at the chapter’s annual meeting.  Election shall be by majority voice vote.

ARTICLE IV.  FEES AND DUES.

Section 1.  The application fee to the National Society shall be as determined by the Continental Congress.

Section 2.  The annual chapter dues shall be $15.00, plus the amount required by the National Society and the Colorado State Society, payable in advance on or before the first day of November of each year.

Section 3.  The dues of a member admitted or reinstated after July 5th shall be credited for the upcoming dues year, which begins January 1.

Section 4.  On December 1, the chapter treasurer shall notify all members whose dues have not been paid that their dues are delinquent and that such member is ineligible to vote.  On the last day of February, names of all members whose dues have not been paid shall be automatically dropped from membership.

Section 5.  The annual National dues for each member shall be sent by the chapter treasurer in time to be received in the office of the Treasurer General no later that December 1.

Section 6.  The annual Colorado State Society dues for  each  member shall be sent by the chapter treasurer in time to be received by the state treasurer before December 1.

Section 7.  The dues for readmission of a resigned member and fees of a member dropped for non-payment of dues shall be as prescribed by the Bylaws of the National Society.

Section 8.  The annual dues of an associate member shall be $10.00.  Payment of dues shall be subject to the same conditions as for a chapter member.

Section 9.  It is the responsibility of the Life Member to remit the difference between the credited amount from National and the Chapter dues.

ARTICLE V.  OFFICERS.

Section 1.  The elected officers of the chapter shall be a Regent, a First Vice Regent, a Second Vice Regent, a Chaplain, a Recording Secretary, a Corresponding Secretary, a Treasurer, a Registrar, a Historian, a Librarian, and three Directors.  All Directors shall have been elected Honorary Chapter Regents to include the most recently elected Honorary Chapter Regent willing to serve. 

Section 2.  In the year of an election, a nominating committee of five members shall be elected at the regular meeting in January.  It shall be the duty of this committee to nominate a candidate, whose consent to serve has been obtained, for each office to be filled.  Additional nominations may be made from the floor, provided the consent of the nominee shall first have been obtained.

Section 3.  Eligibility: To be eligible for an office, a member shall have belonged to the chapter for at least one continuous year preceding her election to office.

Section 4.  Officers shall be elected by ballot for a term of two years or until their successors are elected.  A majority vote shall elect.  If there is only one nominee for any office, the election for that office may be by voice.  The election shall be in April.  The term shall begin at the close of the annual meeting.  No member shall hold more than one elected office at any one time, and no member shall serve as chapter Regent for more than six consecutive years.  A member who has served more than half a term in any office shall be considered to have served a term.

Section 5.  Vacancies.  In the case of vacancy in the office of chapter Regent, the first vice Regent shall become Regent and the second vice Regent shall become first vice Regent.  Vacancies in other offices shall be filled by the Executive Board until the next annual meeting when the chapter shall fill the vacancy for the unexpired term.

Section 6.  Removal from Office. An officer may be removed from office for just cause by a 2/3 vote of the Executive Board.

ARTICLE VI.  DUTIES OF OFFICERS.

Section 1.  The officers shall perform the duties prescribed by these bylaws, by the Bylaws of the National Society, by the Colorado State Society, by the parliamentary authority and the chapter shall order such other duties as ordered by the chapter..

Section 2.  The Regent shall:

  1. preside at all meetings of the chapter and of the  executive board;
  2. be the chief executive officer of the chapter;
  3. appoint all committees except the nominating committee;
  4. appoint a parliamentarian;
  5. appoint an auditor;
  6. appoint an assistant treasurer:
  7. appoint an assistant registrar;
  8. be ex-officio member of all committees except the nominating committee.
  9. check the online banking accounts at least once a month.

Section 3.  The First Vice Regent shall:

  1. in the absence or inability of the Regent, perform theduties pertaining to that office;
  2. be in charge of editing and compiling the Yearbook.
  3. Be chairman of the membership committee.

Section 4.  The Second Vice Regent shall:

  1. in the absence or inability of the Regent and the first vice Regent, perform the duties pertaining to the office of Regent;
  2. serve as program chairman.

Section 5.  The Chaplain shall;

  1. conduct such religious service as required;
  2. communicate, whenever possible with members who are ill or in distress;
  3. plan memorial services for deceased members;
  4. report to the State Chaplain the names of members whohave died during the year.

Section 6.  The Recording Secretary shall:

  1. record the proceedings of the meetings of the chapter and executive board.

Section 7.  The Corresponding Secretary shall:

  1. conduct such correspondence as requested by the Regent, or required by action of the chapter, or the Executive Board.
  2. send chapter emails to the members, as approved by the regent.

Section 8.  The Treasurer shall:

  1. receive all funds of the chapter and deposit them in abank or banks as may be designated by the chapter;
  2. disburse funds as directed by the chapter or as approvedby the chapter budget;
  3. remit to the Treasurer General the dues of every activemember, prior to the first day of December;
  4. remit to the state treasurer the dues of every activemember, prior to the first day of January;
  5. prepare the accounts for audit before each annualmeeting.

Section 9.  The Registrar shall:

  1. furnish application papers to candidates whose acceptabilityhas been favorable acted upon by the chapter;
  2. shall see that these papers are in the proper form before turning them over to the treasurer for mailing;
  3. keep a record of members of the chapter, including name, address, name and rank of ancestor, national number, date of transfer, resignation or reinstatement, marriage, divorce and death;
  4. notify the Regent, recording secretary, corresponding secretary, treasurer and new member of admission to membership;
  5. Upon transfer out of the chapter, send the required papers in accordance with instructions of the National Society;
  6. Report to the Organizing Secretary General all changes in membership, marriages, deaths, resignations, transfers, and changes of address as they occur.
  7. Maintain E-Membership.

Section 10.  The Historian shall:

  1. direct such historical work as may be requested by the chapter in accordance with the historical program of theNational Society and of the State Organization;

Section 11.  The Librarian shall:

  1. cooperate with the state librarian in securing books for., report to the State Chaplain the names of members who have died during the year., the DAR Library in Washington, DC and such other library work as the National Society, the State Organization, or the chapter may authorize.
  2. with the approval of the Executive Board, a book in memory of a deceased member may be purchased from the Pikes Peak Library District Foundation.

ARTICLE VII.  MEETINGS.

Section 1.  The regular meetings of the chapter shall be held on the third Saturday of each month from September to May inclusive, unless otherwise ordered by the chapter or executive board.

Section 2.  The regular meeting in May shall be known as the annual meeting and shall be for the purpose of receiving reports of officers and committees and for any other business that may arise.

Section 3.  Special meetings may be called by the Regent or by the executive board and shall be called upon the written request of five members.  Except in cases of emergency, three days notice shall be given.  The business transacted at any special meeting shall be limited to that stated in the call to the meeting.

Section 4.  Ten members of the chapter shall constitute a quorum.

Section 5.  Meetings may be held electronically if deemed necessary by the Executive Board. Live stream of physical meetings will be allowed. There shall be no screenshots taken of the meetings or recordings of the meetings by meeting participants unless so directed by the regent.

ARTICLE VIII.  EXECUTIVE BOARD.

Section 1.  The elected officers of the chapter shall constitute the Executive Board.

Section 2.  The Executive Board shall have general supervision of the affairs of the chapter between its meetings and shall make recommendations to the chapter.  The Board is subject to the orders of the chapter, and none of its acts shall conflict with action taken by the chapter.

Section 3.  Meetings of the Executive Boards shall be at the call of the Regent, or upon written request of four members of the Executive Board.

Section 4.  Five members of the Executive Board shall constitute a quorum.

Section 5.  With the consent of the members of the Executive Board, the Regent may extend to chapter chairmen an invitation to attend meetings of the Executive Board and to participate in discussion at such meetings.  Chapter chairmen shall neither make motions, second motions, nor vote.

ARTICLE IX.  COMMITTEES.

Section 1.  A program committee of four members, in addition to the second vice Regent as chairman, shall be appointed by the Regent, whose duty it shall be to plan the programs for the year, subject to the approval by the Executive Board.

Section 2.  A finance committee consisting of the treasurer and four members to be appointed by the Regent shall consider requests for funds, prepare a budget, and submit it to the chapter for approval at the September meeting. Expenses paid after the April meeting until the September meeting shall be ratified by the membership at the September meeting.

Section 3.  A records retention/archiving committee consisting of three members, two being previous Regents, shall be appointed by the Regent to archive/retain/shred records in accordance with Standing Rule 2 of the chapter bylaws and insure DAR Chapter Property Agreement (Document No HG-5000) are completed at the time records and property are transferred to new officers.

Section 4.  The Regent shall appoint such other committees, standing or special, as the chapter may authorize or as the National Society or the Colorado State Society may require.  The Regent shall be ex-officio a member of all committees except the nominating committee.

ARTICLE X.  REPRESENTATION.

Section 1.  The representation of the chapter at Continental Congress shall be as provided in the Bylaws of the National Society.

Section 2.  The representation of the chapter at meetings of the Colorado State Society shall be as provided in the Bylaws of the Colorado State Society.

Section 3.  The chapter shall elect delegates and alternates for Continental Congress and for the State Conference at a meeting prior to the dates set by the National Society and the State Society.

ARTICLE XI.  PARLIAMENTARY AUTHORITY.

The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the chapter in all cases to which they are applicable, and in which they are not inconsistent with the Bylaws and any special rules of order of the National Society of the Daughters of the American Revolution, or of the Colorado State Society, or of this chapter.

ARTICLE XII.  AMENDMENT TO BYLAWS.

Section 1.  These bylaws may be amended at any regular meeting of the chapter by a two-thirds vote, provided the proposed amendment has been submitted in writing at the previous regular meeting.  Unless otherwise provided prior to its adoption or in the motion to adopt, an amendment shall take effect immediately upon adoption.

Section. 2.  Any amendment adopted by the National Society, or by the Colorado State Society affecting the work of this chapter shall become the law of the chapter without further notice.

ARTICLE XIII.  DISSOLUTION.

When it is necessary for the chapter to disband:

Section 1.  The chapter will comply with the procedures in the Bylaws of the National Society.

Section 2.  All debts of the chapter shall be paid.

Section 3.  Any property, which has been loaned to the chapter, shall be returned.

Section 4.  A resolution shall be adopted designating that any remaining historical documents, artifacts or any monies remaining in the chapter treasury shall be given to the state organization, the National Society, or a DAR project.

Section 5.  No money shall inure to a member or individual as specified in Section 501 © (3) of the Internal Revenue Code or corresponding section of any future federal tax code.

STANDING RULES OF THE ZEBULON PIKE CHAPTER, NSDAR

  1. Prospective members who are not currently working with a chapter member on their application papers will be limited to attending two chapter meetings.

(Adopted 16 March 1989)

  1. The archival items of the Zebulon Pike Chapter NSDAR to include but not be limited to the yearly History Books, Yearbooks, Regent’s Records, Secretary’s Minutes, Treasurer Records, other officer and chairman reports, a copy of the Chapter bylaws (following amendments), guest books and chapter newsletters. These items will be kept in the chapter’s possession for a period of four years. At the end of each officer’s term, she shall submit records dating prior to the preceding four years to the Records Retention/Archiving Committee for archiving or shredding. They will be placed in archival storage at the Colorado Springs Pioneers Museum.
  2. Each year the Zebulon Pike Chapter sponsors the Outstanding Cadet in History Award given to a graduating Air Force Academy Cadet chosen by the Academy. The chapter pays the Air Force Academy for the award, and the Chapter Regent, or her representative, presents the award along with many other civic organizations. This award is in memory of Lt Gen Frank M. Andrews, a West Point graduate and the first operations officer to hold a theater command.  
  3. Each year a scholarship is given to a Colorado College student in the name of this chapter.This scholarship was established years ago.  Each year the Chapter Regent and/or the scholarship chairman receive an invitation to attend a luncheon where she meets the student receiving the scholarship.  When possible the student is asked to attend one of our meetings to meet our members. 
  4. The chapter shall honor members’ anniversaries by paying for a certificate for those celebrating 25 years and up in 5 year increments.
  5. As funds are available, a scholarship in the amount of $2,500 may be awarded, in the name of this chapter, to a UCCS senior-level Veteran Student.
